What does "have never worked" mean? Not even one lamp lights
at all? Or they dont flash? Etc...

Most non-"heavy duty" flashers are DESIGNED to not blink if
one lamp is out. It's a feature. Makes it easy to check for
an out lamp; flip the lever, go look for the lamp not lit. The
one with the good bulb/socket/wiring will be steady on.

Pretty much all my AMCs have had bad lamp SOCKETS. They're
down near the street, the gaskets get dry and leaky, water gets
in... sockets and bulbs corrode...

My 63 American right front blinker just died, I'd
already replaced the socket, packed with grease and a new
lamp! Turns out the housing wasn't grounded well, I just
had to tighten the two pal nuts holding it to the car. I
turned left-right-left-right... a few times to get though
the corrosion...

If you aren't getting lights from +12V you either have a ground or wiring problem. The switch in the column itself is bad if you can get lights with the jumper wire.
