Most of the "screw on" versions of this wheel cover I
have seen at Bonneville actually use Dzus (?)
twist-lock fasteners which fasten onto a wheel which
as tabs to receive the fastener male ends.  

You would probably need to get the friction fit
version of these covers for a street car.
