One thing I saw in the past was a valve job with insufficient clearance in a new bronze quide.
Siezed solid! No way would it free up. So did someone just attempt a vavle job?
Or rust formed on the valve in the open position?  if it doesn't move at all that kind of rules out a mouse nest! As they are usually fluffy enought to allow some movement.  However, I've seen seed pits pile in ports too! Those could pack solid. I'd spray and tap, No movement in a few days, I'd say you are done and will be pulling the head.  Bummer!
  I may also have valves here, but my schedule till the end of the month does not include a single day off, Lucky if I get an evening here and there!
