IIRC the five mile an hour bumpers weren't absolutely mandatory until calendar year 1974. Of course thei meant that 74 models would have to have them unless the company made a change in the middle of the model year. Were any 74 Javelins actually built in 1974? I know less than 30,000 were made, but I'm pretty sure they weren't all built between September and December 73. I seem to recall mention that AMC got an exception from the gov't for the Javelin because it would be the last year of production from somewhere though.
