Ebay rip off

As I know there is a lawyer or two on the list here, I need some info. I was
ripped off on Ebay, first time. PayPal/eBay refunded only a portion of the
funds after a ten day grace period because the person didn't respond to the
complaint. How can one go after the person for the remaining funds? Contact
the local police where they live? Thanks.
