Some of the power reductions were also from increased use of emissions control devices (and the beginning of engine de-tuning, both for emissions and insurance reasons) but 1971 was the year when engine ratings went from SAE Gross (basically a naked engine -- just like most enthusiast type dyno tests are run today) to SAE Net (typical accessories installed and some of the exhaust system). Also, this year saw an additional change to the SAE net ratings that caused some manufacturers power ratings drop (I'm pretty sure Honda's dropped and maybe Toyota's) and others (I think Ford and maybe GM) rise. No power was really gained or lost, the testing procedure was changed to be more "real word".

i always thought it was the govt that caused the sae to change their
rating method.
