Unless the car is modified or has room for a much thicker core, a four row may provide LESS cooling than a good two or three row. The idea is to provide more cooling surface. If the core isn't appreciably thicker you lose flow capacity by having to many cores -- and the rear cores won't cool as much as the front ones. You have to have adequate flow as well as surface area.

Same answer as B, really. Depends! If the core is the typical 1.5-1.75" thick, there won't be much more cooling, and could be worse. If it's a 2-2.25" thick core, it should cool a bit better. But is it needed? To cool a radiator will just cycle the thermostat much more than stock.
