My Mothers new 83 concord 4dr sedan 258 auto got 28 mpg highway, STOCK!
It should be no problem tomatch those numbers with a 4.0L I wouldin't doubt I'm aproaching that number with the 4.0L 5 speed in my American. As I'm still on the first tank of fuel this summer and have somewhere approaching 300miles on it and the gauge still shows between 1/4 and 1/2 tank!
