Break out the drill press. The holes in the carb are "square" to each other, but the Holley bolt pattern is "rectangular" with the bores centered. The side with the linkage should be the "long" side. Since the bores are in a "square" pattern, you might be able to turn the carb and drill new mount holes in the intake. If this isn't feasible, a 3/8" or 1/2" aluminum spacer can easily be fabricated with said drill press. You could even use a phenolic board, or particle board sealed with fiberglass resin. 

If you go this route make sure the resin is fuel PROOF, not fuel RESISTANT. You will likely need to go to a marine supply and get an epoxy resin -- typical auto parts stores only carry polyester resin, which I don't think is fuel proof.
