Hi Frank, it sounds like you know the exact part causing the trouble..its off a 1968 American with a 199 auto. the carb is a 1931 list # 3708. Sounds like yours is closing the jet off, or making it to small at the wrong time. The rebuild instructions should have had an adjustment guide for this part.
