62 and later CA & 63 and later 2V cars (195.6) have a nipple crimped on in the same place, but it's only 1/2" and sticks straight out. The tube on your car is a straight piece, used on 1V engines. The TSM illustration hints that it curves over into the side of the snorkel on the breather, but there was likely a change making it run straight up to the bottom (a better arrangement anyway). The arrangement you describe below was used on 62 and earlier engines. It's called a "road tube" and uses vacuum created by air going past the end to evacuate the cylinder block. 61 CA cxars may have used a PCV system or the setup you describe. It just pulls the fumes into the breather to be burned instead of venting to outside air.
