That's the way it's made and the problem wasn't all that unlikely. The thing is, when this problem happened, it didn't keep lifters from getting oil, it kept the valves and rocker shafts from getting oil. AMC issued a service bulletin on that problem which called for the head bolt running through the passage to be machine to make the passage bigger. I have instructions for this fix on my website and it's another thing I'll do when the engine's apart (I know it hasn't been done to this one).
