No, someone signed onto the list using the PayPal address, it isn't spam in that sense. I get the e-mails stating I need to do something with my account by loggin into a bogus site that just captures my password so a withdrawal can be made. 

I'm reasonably sure it wasn't a list member, so there's not much can be done. If it happens again I'll trace down the originating ISP and file a complaint against the holder of the account. Since it's malicious in nature, their ISP could drop them. It's up to the ISP to decide what, if any, action they should take. The list provider can trace the originating address though.
