You (as in your boss) need to figure out how the EGR valve is controlled. It sounds to me like the valve was being kept part way open and it's probably gunked up at this point (it may be able to be cleaned). What you really need is a factory shop manual (if Ford uses Helm, you can buy it at http://www.helminc.com). It should have diagnostic procedures in it to figure this problem out.

FWIW, $125 for an EGR valve doesn't sound all that bad for a computer controlled vehicle (I'd still try to clean it out). My mom had a 1988 Olds 98 that needed a new EGR valve and the jobber price was $250 (retail was $425, I just spent a couple hundred bucks the day before at the store I got it from so they sold it to me at the jobber price).

The friend messed around with it for a bit and checked different things and in the process of checking things he unplugged the egr valve and the truck started running better. Dale took it for a drive and tried it out and it is still not as good as it was when we got it but it is running alot better and has alot better power. Now, how do we determine if it is the egr valve that is bad or if it is something else causing the egr to cause a problem? Any other ideas?
