For American fenders, 67-69 are the same. There are 3 different fenders for 1966. There are other differences as well. Take a look at http://www.amcyclopedia.org/tiki-index.php?page=1966+to+1969+American%2C+Rogue%2C+and+Rambler+Parts+Swap+Guides for more information.

Also, NOS fenders did not have trim holes in them which is why AMC could offer one part number for 1967-69 fenders. If they sold them with the trim holes, there would be a bunch of different fender part numbers.

yes, '66-9 will interchange, with minor differences.
