You sure can, but if you only drive the thing occasionally a large vacuum cannister is going to be as good or better. Early Jeep Cherokee fours used the half a juice can (quart) size that would look correct for a 1970 model, but I'd try to find a half gallon (full juice can) size one. If you can't find one, get a small Jeep one and a real juice can. Just get a flavor you like and be careful where you punch it -- needs to be punched where the check valves from the Jeep can will go. Just connect in the line and it will store enough vacuum to keep your wipers up to speed most of the time. 

Those electric vac pumps cost as much as a rebuilt booster pump. Unless you need a higher capacity (than stock) fuel pump I'd think about a rebuilt booster type. That or change to electric wipers.
