I think those "rails" are just the changes made for Americans to comply with Safety Standard 204 (this applies to cars destined for both US and Canada -- they both have a standard 204). My 68 American and the 68 American you have that I got the parts from were made prior to Jan 1, 1968 and didn't have them. My parts book didn't turn up anything on the plates for early 68 Javelins.
