Most likely problem is the rubber fittings at the ends of the hard plastic lines are shot. YOu can get individual ends at Adnavce auto and replace them. It takes a bit of work though. Next likely is the hard plastic lines themselves are brittle and broken. All of this is a visual inspection. If you just want it in four wheel drive. Jack it up and put it on stands. Apply vacuum to the front actuator to see if it will engage. If it does, dissconnect the hoses and leave it. Then do the same for the transfer case shift motor although it is exposed and you can simply pry the shift harm gently while slowly turning the driveshaft to engage the case. It should stay engaged once you get it in. You may find the front shift motor is frozen. In that case pull off it's mounting plate, slide the colar over the axle to engage it. Then take the shift fork off the frozen motor. to allow it to bolt back up with the frozen vacuum motor in place. I've used hose clamps around the axle shaft to make sure it stays engaged and the clamp doesn't slide back over to two wheel drive. Didn't seem to cause any problems even though you would think it might cause and imbalance with the hose clamp head. Hope some of this helps.
