It consists of the last 7 digits or so of the car's actual VIN number--enough to ID the engine size and the sequential serial number. It is assumed that the rest of the VIN can be recreated based on visual clues on the car, but the sequential serial number is what is unique to that car and thus is what is duplicated behind the steering box on the frame rail. All you have to do is remove the three bolts holding the steering box to the frame and then just move it out of the way.
