1973 AMX Brake bleed

Question do you know any tricks to bleeding the front Calliper brakes with
the proportioning valve.
The Manual talks about pulling on the proportion relief valve with 22 to 30
ft/lbs so the front brakes will bleed, but I don't have anything to do that
with.
Any suggestions on what I can use.

Or is this necessary
