Maybe I am misunderstanding but the way I took it was he has a stock of them and is selling them, which I wouldn't think would be illegal unless the company that produces them has some contract that says only they can sell them. Maybe he is buying them from the company or from a distributor for the company at a discounted price and reselling them. Just my thoughts/opinions. Take it for what it's worth (which isn't much).
