When I was looking at my parts book over the weekend, I noticed that 232's
only get the heat shield when water heated (this was 1968 Rogue only
manifold). All 199's got it (the shield is different depending upon if the
manifold is heated or not). My parts book only covers 1967 and 1968 so I
don't know if this applies to 1966 or not.

I bought the car that way. I guess there must be a reason for to be there
from the factory and another reason why someone left it off or purposely
left it off when working on the engine.
