Marty I like K&N Oil Air Filter Cleaner Fluid - buy it in a Gallon . This is designed to dissolve the oil used on the K&N Gauze Air Filters. Used this on an aluminum BMW motorcycle engine block which is porus - came incredibly clean . You can use a dilute phosphoric acid solution to 'convert' the rust - to inert - then paint . Check the Rustoleum Rust Convertor for their solution mix percentages . Use distilled water to avoid deposits. If you plan on painting the interior engine with RustOleum - as many builders do - you'll need it good and clean . I paint the parts ahead of time to allow curing - don't paint any surface that you plan to mate to another - or - gasket surfaces - use painters tape . Brien. NEW YORK
