That looks like a very restorable car. Rust is not that bad. Patch the quarters, floor and trunk, patch or souece doors, interion looks like it could just use a cleaning. only thing missing in the engine bay is the radiator and coil wire. 
 750 is reasonable  to me.. I think you neeed to get real. Find a better 68 rebel for 750.00 ......GO ahead....see if you can.
 Course this is just another opinion

So let's see...  He doesn't know if it runs.  Engine compartment
incomplete.  Brakes gone.  Sheetmetal rusted through underneath.  Interior
requires complete resto.  The good parts are the glass and a couple of body
panels; maybe some smaller interior parts.  And maybe a front timing chain
housing.  Just the sheetmetal work and body work alone will run $5,000 to $7,000
to bring back to spec.

Meanwhile, the **starting** bid is $750?

Get real.
