Mike, There are two options for removing stripes and decals from paint without harming the finish (if used right). The first is a Stripe Off Wheel which main purpose is to remove pin stripes from cars. Not well suited for larger decals as it only has about a 1/2" wide surface and works off of a standard garage tools like a drill in the 500-4000 rpm range. It comes with the hardware for $34.99 +shipping. Replacement pads are $32.99. The other is called the Big Eraser. It's intended purpose is for decal removal and attaches to a viable speed sander or buffing wheel in the 500-1000 rpm range. They are $169.99 + shipping. I carry both types.
