Joel-Somewhere you have a crossed hot wire from ignition side of wire loom bleeding into your instrument light panel. Trace all colors or check splices in loom if repaired. We all know this isn't normal but we are not close to problem. I'm sure that if you recheck loom ; you will find where a wire is not where it should be. You may have to uncover where someone retaped loom and that takes time and effort but it is only way  to find problem. If you can find factory wiring schematic ; it sure would help. I've had to repair lots of wiring,esp.under dash. Hope this helps but hunting is only sure way of fixing said problem.

Hi Eddie, you have been VERY helpful in the past with a 1974 Gremlin I am about 
to finish. My problem is that when I start the car the instrument panel lights 
go on, stay on until I shut the car off. All the courtesy / parking and 
directional lights work fine. Is this normal ? The panel lights are on when the 
light switch is in any position, off / parking lamps or headlamps which all work 
fine like I said. Got any ideas ?  Thanks,  Joel
