Made me think of a hardward store owner who has 2 or 3 Vipers. Just as he did, had mechanic friend get a different chip and drop out the speed limiter. Not legal but do-able. So why not add on emissions and limiters and make them legal. For all the other reasons posted, not for the collectors or lovers of the cars.
