Reminds one of the AMC "Tick-Tach", but it's not. It's a Rally Clock, probably from a Pontiac as the owner suggests. It has a regular 12 hour clock (two long hands) and a 24 hour clock in the center (short white hand). Obviously one of the long hands is hours, one minutes, but would have to see it working to say which. Most of Europe uses the 24 hour clock, over here that's mainly used by the military and often (erroneously) called "military time".
