I drilled out what I could of the captive nut (if you can't easy out the bolt) and use a J nut (like on the fenders) with a new bolt. I pulled that whole crossbar out of the '69 Rebel, but it went to the scrapyard along with the rear 1/4s and floor pan/inner fenderwell sections no-one wanted.
