It's not compressing the caps that is the problem, Tom, it's actually pushing the c-clip onto the cap.   I'll put Mr. Dremel to work tomorrow and see if I can make a tool.   Even chimps used tools.  Ha.

Big-ass C-clamp. That's the official gov't inventory name, big-ass, Mark 7
Version iiix. Put in one C-clip, put the right size socket in the un-clipped
side, mash it over onto the clip with the clamp.
