The parking light change was due to a Federal law requiring them to remain on with the headlights. It helped prevent what we called fididdles when I was in high school. A fididdle is a car coming in the opposite direction with one headlight out. If you saw one before you date, you got to kiss her. I don't remember what happened if she saw it first. I think the change could be as easy as changing the headlight switch to a later design, like you mentioned.
