OK. On almost any car, the voltage EVEN measured at the battery will drop to 9 or 10 volts while running the starter, because it draws so much current. If you are worried about the voltage you are seeing, check it at the battery as well. You could always use an inexpensive relay, and run a fused circuit right from the battery, controlled by the relay, and you could use the existing coil wire to turn on the relay..
