That one was on Wis Hwy 29 just west of Chippewa Falls, but went something
like
He used a match
To check his gas tank
And now they call him
Skinless Frank
Used to see it there riding with my dad to the city dump on Saturdays, back
in the mid 50's.

Reminds of one of the old Burmashave sign series. The only one I remember
is:
This is a tale of skinless Frank
Who lit a match to check his tank
That's why they call him skinless Frank.
Burmashave.
