Yeah, except many tire makers cheat and simply measure the widest part of the tire, rather than at some standardized depth from the tread surface (or *at* the tread surface).
If you took one of those tire/rim width calipers http://www.sarveshwari.com/images/sg1p7.jpg and measured both of those tires they'd be within millimeters of each other.
I've always wondered about that stuff, myself. I feel certain that measured circumference simply must be greater than actual circumference on a riolling vehicle. And even then, it seems like variances in tire pressure would certainly cause additional skew in actual circumfrence.
