Wouldn't a vented cap kind of defeat the gasoline vapour recovery system (charcoal canister, etc.)? Perhaps one of the vapour lines is blocked. I know my Nissan (and several newer cars) always seem to have pressure in the tank. Some will even give an emissions error code if the cap is not tight or is missing.
