There are at several bulbs for the dash lights. Your TSM may show the
back side of the instrument panel and location of the various sockets.
The backup lights are on the same fuse as the turn signals. Assuming the
bulbs are good, the most likely problem is either a bad or mis-adjusted
backup light switch.
The switch is located on top of the column about mid-way between the
dash and firewall. The brown and brown w/tracer wires are for the backup
lights (if your car is an automatic, it will have a pair of green wires
connected as well).
If you disconnect the brown wires from the switch and jumper them, the
backup lights should come on with the key in either ACC or RUN.
If the lights come on, start by adjusting the switch. It's easy to do
and the TSM outlines how to do it. If that doesn't fix the problem, the
switch is either broken or corroded internally. To find out which
problem you have, remove the switch. If the nub that goes into the
column is missing, the switch must be replaced. If it is there and the
switch moves fairly easily by hand, you can take it apart and clean the
contacts up. It's been many moons since I had one apart but I think
there is a spring or two in it so be careful.

replaced one light for dash illumination - but there may be more than
one? I need to read the TSM again. Not sure if one fuse works for just
the dash illumination. Time to ponder the wiring diagram again.
But most lights work just fine. Just the dash illumination doesn't
(and the back up lights, but I'll think about that later).
