(?) Yeah, dwell is fixed by the Pertronix unit. Dwell (percentage time that the "contact points" are closed, and therefore how long the coil has to charge up) for points is a compromise for a spring-loaded metal lever run by a cam. There's nothing too critical about it other than it has to be long enough for the coil to charge.
