Ken; I found the purchase order, dated 1982, from the State, but not the build order. The car is a basic order and has A/C, PS, PB. But it was also ordered with the HD handling, cooling and sound proofing. And with the lack of dings and dents I think some higher up grabbed it for his personal ride. Maybe to "inspect the troops" or make a better show.
I have driven many a state car, usually Concords and K cars. We even used Pintos for a while. And I can spot a state car a mile away. This one looks nicer than about 99% of them......Russ
