This is a problem for ALL wagons from the 63 Classic/64 American on. The earlier models used a fiberboard panel covered with vinyls and screwed or clipped to the side like the door panels. I made a similar panel for my 63 Classic wagon. There were some metals stops or clips on the floor that were drilled for screws. I covered the wheel well with a generic indoor/outdoor carpet the same color as the rear carpet. It looks good, almost original. The older cars had a vinyl cover over the wheel well hump. That would work too. I suppose it would look more out of place on a 67+ car, but better than cracked up stuff. 

If the vinyl panels aren't TOO bad, you can pull them off and fiberglass the back of them. Rough them up with 80 grit sand paper first. I'd cover the entire back with one layer of cloth to strengthen it, two layers on the cracks. Then you can use filler made for flexible bumper covers to patch up the cracks on top, paint the entire thing when done. That's the only "fix" possible, unless you find panels from a newer model other make car that could be trimmed/modified to fit.

You and every other Rebel/Classic wagon owner out there needs them.  They are scarce items.  The sun cooks them and no on reproduces them.
