I would examine that 83 engine very, very carefully before rebuilding it!
1982-83 was not a very good year for the 258!  
sacrilege for me to say that here, but I have seen more than one 82-83 with a cracked block!
I'm not sure what was up, but I fixed several in the shops and even my moms Concord went thru two engines under warranty!!!  When dad had to buy a used engine for it he sold it off! at 44,000 miles!

I would have to have that block professionally checked before I would put money in!
Better safe than sorry.

The 4.0L head is a little more complicated a swap than a straight bolt on due to intake exhaust port changes, but the 83 will have the easiest intake to adpat and the exhaust needs to come from a 4.0L.

Rockers and pushrods do swap and it is a good upgrade!
