Yes, there is a relay that controls the heated rear window. It sounds like 
you have the pushbutton style system instead of the later toggle switch 
system. There is a square metal box that attaches to the brace above/around 
the steering column. If you remove bottom dash cover beneath the steering 
column and peer upwards with a flashlight, you might be able to see it 
clearly. It's quite evident if the gauge cluster is out, but that's its own 
pain to remove.
The relay could be bad, and it's entirely possible that the pushbutton 
switch could be bad as well. One of the other Jeffs had a problem with the 
same type system in his Spirit.
