If you mean drill and tap for 1/2" instead of 7/16" Yes, you can. You should also have a bottoming of blind tap to put threads clear to the bottom of the holes. Hate to mention Fords twice in the same day, but here goes... My brother drilled out and tapped a 302 Ford to go to 1/2 bolts from 7/16". When he could not find a bottoming tap, he tapped all the holes till the standard tap bottomed out. Then he groung the tap to take the starter portion off of it and finished tapping the block.
