Blame it on UPS! A lot of mail order places have contracts with UPS. There's a minimum charge of at least $7 on anything, even if it could be stuck in a standard envelope and mailed USPS for $0.42. USPS is usually better for shipping small items, but the deal with UPS seems to keep shops from using USPS also, or maybe UPS just makes it so convenient for them. Can't have an employee going to the post office or packing and shipping small orders for $2 or so (got to pay someone to stuff and stamp even envelopes!).
