If it's JUST the heater box area that's rusted, that's fairly ordinary -- even my California 63 Classic had that. Leaves etc collect in there and rot it away. The good news is, though it's a PITA to reach, it's an easy enogu fix. Gotta take the header box crap out and an extra elbow in your arm helps. The cowl vent dumps water and leaves in there. There's a faint lip that prevents draining. With the heater out you can reach up in there and clean it out. I haven't been inside mine in nearly 20 years, so memories are scarce.
