Pretty simple idea.
if they ship across the line someone has to sort out customs issues and forms.
I don't blame them as I'd not fool with it either.

I tried to buy a 90 Supercoupe with a popped headgasket a few years back, ended up I would have had to either fix it and drive it 80+ miles on the owners tags or flatbed it to Pittsburgh, Pa to get it inspected by customs before I could title it in the states.

The seller would not deal on the price and I believe it ended up going for scrap.
