Most common bolt to fail on the 7/16 bolts is left front. if it's good the rest will likely be ok to. Reuse, well, I would not make any promises on 20 year old bolts but near as I can recollect they where not a one use item as the newer ones are. Grade 8 with the washer serfuace made on them should be fine. If you use a seperate washer I believe it will change the torque specs.
