1. The AC pulley bolts to a standard balancer using the puller holes. So yes, the pulley will bolt to any 196 balancer (and early 199/232 also). 2. IIRC there are no bolts under the car. If the console has a storage compartment look in the bottom of it. There are also screws under the overlay, so remove that. There may be a screw or two on each side between the seats also. Those would be hard to see with the seats in. I am looking to remove a console from an American, it looks like I need to crawl under the car to reach attachments for the rear of the console.
