Well tha sounds odd... the face of the valve cover that touches the block when installed should have a slot around the edge, about 3/16" wide, that the rubber gasket fits into. The gasket is like a giant flattened O-ring, or stiff rubber band, rather than a flat gasket like later engines. You simply push it into the slot. There may be mild crimps (or dents!) in the sheet steel forming the groove. Straighten with pliers if it gets in the way. When I got mine in place I crimped it slightly in by tapping with a wrench just enough so that it won't fall out when you invert it to install. As far as all tha goo inside the cover... it is unsightly, and you can remove it if it bugs you or is lose and gonna come off. But if it's hardened, and tough to scrape off, eg. it ain't goin' anywhere, it's fine to leave. If you start to remove it, FINISH removing it. You definitely don't want to get it half lifted or the crust off and have it dissolve or chunk-off that old gritty crap when it's running.
