Actually, that's not quite true. The government was indirectly involved, but the car companies worked with the oil companies to lower the zinc levels. The car companies were trying to keep the zinc from destroying the catalytic converters so they could meet the 100,000 mile warranty requirements from the government. Or so I've been told.
