Dave, Just a possible thought that may help by pass the situation, one that I might use myself soon if I have to. The bureaucrats feel as if they have justified their position in the community by ragging on the automobile collectors and letting crack houses get by, but when you play by "their" rules they have a problems with that. One way to beat the system is to register the parts car. This works if; 1 no inspection is required by the municipality to verify operational conditions such as smog or safety prior to the plates being issued, and 2, you can obtain a collector car insurance policy inexpensively through some one like your local insurance agent. The fee on the insurance policy could be realistically $300 a year or less which is cheaper than storing the car elsewhere depending on the source of the insurance and depending on how the state prices the plates it could very quite a bit, but unless it is strictly by so much a pound as N.Y. state does or did if they have changed plates probably would be cheap to boot. Thus with current plates it is no longer a junk automobile. You are not the first to run into this problem, and you will not be the last!
